Summary
Having retrieved the Conch Shell and brought it to the Captain of the Goryeo, the Captain uses the shell as promised to call on Otohime, Queen of the Seas and Leader of the Dragonians. She asked why he summoned her, and the Captain responds that it's not his own wish, but Kurow and Chibi who are looking for the Sage Shrine. Kurow introduces himself and starts to introduce Chibi, but Otohime already recognizes him as Chibiterasu.
Otohime asks why the two of them are looking for the Sage Shrine, and Kurow tells her that they're looking for information about Akuro. Though she doesn't recognize the name, just learning that he's bad news is enough to convince her to help. Only one attired in the raiment of the Water Dragon may go to the Sage Shrine, and initially she hesitates, but she isn't about to refuse to help them, and so she calls on what power she has. Chibi helps her with his own power, and she transforms into the Water Dragon.
Otohime tells the two to get on her back so she can bring them to the Sage Shrine, but Kurow, being aquaphobic, decides that he'll stay behind and look for clues on his own. The Captain has a good laugh teasing him for being a landlubber who's afraid of getting his panties wet, and Otohime decides that Chibi can't go alone and calls her attendant to accompany him: a mermaid named Nanami.
Chibi knows Nanami! And he happily bounds over to her. But she doesn't recognize him and questions his markings, deciding that they must be tentacles and he must be some kind of hairy squid, which is how he earns the nickname Squiddy from her. Kurow explains to Chibi in private that, since they're in the past, she doesn't know him yet. In fact, this could be the first time they ever met from her perspective.
Anyway, Kurow dons his wings and flies off to search for clues himself, leaving Chibi and Nanami to go with Otohime to the Sage Shrine.
What He Learns
☽ Otohime is Queen of the Seas and a Dragonian.
☽ Puppy's full name is Chibiterasu! Definitely similar to Amaterasu.
☽ Guessing the Sage Shrine is where Chibi found out the information about Akuro from Memory 13.
☽ So that's what they meant when they mistook the Water Dragon that attacked for Otohime. The two sure are different. If the Water Dragon that attacked is a Dragonian like Otohime, which is likely, what happened there...?
☽ Nanami the mermaid is another one of Chibi's partners. There are time travel shenanigans in here somewhere. She calls him Squiddy, and is Otohime's attendant.
☽ Yup, aquaphobia sure is a thing.

AND SPEAKING OF THE WATER DRAGON'S CONTINUITY GLITCHES...
So back in Okami, Amaterasu had to kill the Water Dragon in order to retrieve the Dragon Orb, and Otohime had to use that in order to transform into the Water Dragon herself and create the bridge to Oni Island. Therefore, I've seen controversy over the fact that Otohime transforms without its help here, which goes so far as to accuse the game of breaking continuity.
It doesn't, not really. Otohime may not be using the Dragon Orb's power here, but she's not transforming by herself, either. She's using Chibi's power, and he's as whole a god as he's going to become in this game. (Note that at this point in Okami, Ammy still had two brush strokes to go before she would be whole.)
Also, there's always the possibility that she could have prayed to the Dragon Orb beforehand and stored a transformation in case of emergency. She seemed slightly reluctant to use the Water Dragon's power here - maybe she was considering using it to save her husband, but only had the one partial charge. We don't know how it works.
So yeah. They could have been a little more clear about it, but it doesn't break continuity if you think about it. ...And as for Otohime knowing Chibi's full name when he hasn't chronologically been born yet, I chalk that up to her status as a divine being. The Queen of the Seas is allowed to be psychic.
(Incidentally, Otohime is a prominent figure in a lot of Japanese fairy tales. And Nanami's Wet and Dry Jewels are also a real thing in myths.)
As for what Caramel takes from this, he's certainly been interested in learning Chibi's full name for a while, and now he knows. (This is the only time where it's mentioned on-screen in his presence, by the way.) Also, Chibi had more partners than just him and Kagu, and one of them was a mermaid.
Kind of amusing to get 13 and 14 back in the opposite order to chronological, but details.
